Rules & Regulations Revised 2026
After many months of work, the Board of Directors has adopted a revised Newpoint Community Association Rules & Regulations document. The new rules become effective August 7, 2026, and a complete PDF is attached for anyone who would like to read it.
Before anyone worries that Newpoint is suddenly becoming “more restrictive,” we want to emphasize something important:
These rules are intended to make expectations clearer—not to change the character of Newpoint. Most homeowners are already following these standards every day. Our goal is consistency, fairness, and providing clear guidance for current and future Boards.
 
Over the past three decades, Newpoint’s rules evolved through numerous amendments, resolutions, policies, and Board decisions. Some topics were covered in multiple places, some weren’t addressed at all, and others had become outdated. Rather than continue adding to that patchwork, the Board undertook the task of consolidating everything into one organized, easy-to-reference document.
 
In addition to organizing existing rules, the Board also addressed issues that have become important as our community has grown and changed. Among other things, the new Rules:
 
• Clarify architectural review requirements and routine maintenance responsibilities.
• Establish clear standards for the use of Association property, tree lawns, landscaping, and drainage.
• Confirm that the Merchant Lane commercial district is an important part of Newpoint and that commercial properties are expected to meet the same standards of exterior maintenance, cleanliness, and community appearance as the rest of the neighborhood.
• Clarify parking standards, oversized vehicle restrictions, and why very large commercial vehicles—such as 53-foot moving trailers—are not compatible with Newpoint’s streets and infrastructure.
• Clearly define what constitutes a Street, an Alley, and a Road so expectations are consistent throughout the community.
• Clarify that golf carts are intended to operate on streets and alleys—not through parks, landscaped areas, or other Common Areas.
• Provide straightforward guidance on flags, signs, seasonal decorations, screening of mechanical equipment, pets, trailers, and other topics that have generated questions over the years.
 
Most importantly, the document is intended to be understandable. We made a conscious effort to replace outdated legal language with plain English wherever possible while remaining consistent with our governing documents.
Like any good governing document, these Rules are not intended to remain static forever.
 
The Board expects to review them periodically—whether annually, semi-annually, or as future Boards determine appropriate—to ensure they continue to reflect the needs of Newpoint while remaining fair, practical, and consistent.
 
We encourage every homeowner to spend a little time reading the document. Even if you don’t read it cover to cover, we hope you’ll find it to be a much clearer and more useful reference than the collection of policies it replaces.
